HR Business Partner

About the Position

Our client, a public sector body with multi-site businesses, are looking to recruit a HR business partner on a long term contract initially. This role will be based in west Dubin on a hybrid basis and will require some travel to various other offices in Ireland.

Key Responsibilities

  • HR Advisory & Support: Acts as a central point of contact, providing comprehensive HR advice and support to assigned districts and departments on a wide range of HR matters.
  • Employee Relations: Handles a wide range of employee relations matters, including supporting change initiatives and providing advice on operational IR issues.
  • Policy & Legal Guidance: Offers expert guidance on the interpretation and application of terms and conditions of service, employment law, HR policies, and procedures.
  • HR Data Analysis: Collects, analyzes, and interprets HR performance management data (e.g., staffing numbers, absences, profiles) to support managerial decision-making and inform strategic workforce planning.
  • Organizational Change Management: Manages the HR implications of organizational change initiatives, partnering with operations and departments to ensure smooth transitions and minimize employee disruption.
  • HR Team Support: Supports the working practices of HR staff, promoting best practices and collaborating with colleagues to ensure an efficient and effective HR service.
  • Workforce Planning: Contributes to workforce planning, ensuring the organization is equipped to meet evolving service needs and challenging traditional ways of working.
  • Resource Management: Monitors resource trends, advises on recruitment and retention practices, and promotes the effective utilization of staffing resources.
  • Recruitment & Onboarding: Oversees the entire recruitment and onboarding process, from drafting role specifications to conducting inductions and gathering feedback.
  • Recruitment Reporting & Development: Prepares recruitment reports, continuously reviews and develops the recruitment process, and ensures EDI is at the forefront.
  • Compensation & Benefits: Provides support related to compensation and benefits, including payroll inputs, increment management, deductions, and benefit administration.
  • Performance Management: Supports the performance management process, including probation reviews and providing guidance to managers.
  • Training & Development: Develops and delivers internal training courses on HR policies, procedures, and other relevant topics.
  • HR Projects & Programs: Leads and participates in HR projects and programs focused on aligning people processes, culture, systems, and the employee experience.
  • Reporting & Compliance: Handles reporting requirements, including reporting to parent departments and preparing reports for audits.

Experience/Requirements

  • A relevant third level Honours degree in a business, HR or related discipline.
  • A full Category B driving licence that is valid in Ireland.
  • Member of the CIPD.
  • At least 5 years relevant experience in a HR across all aspects of HR.
  • A demonstrable knowledge of the core aspects of Human Resource Management: employee relations; recruitment, performance management; leadership development; employee engagement and employment law.
  • Significant experience of Industrial Relations processes and practices and working in a unionised environment.
  • Experience of implementing change management projects/programmes.
  • Proven experience and capability to project manage, lead and implement a wide range of HR programmes and projects.
  • Strong technical HR knowledge across broad range of disciplines.
  • Strong experience and a thorough understanding of HR processes and practices.
  • Strong experience of Industrial Relations processes and practices and working in a unionised environment.
  • Experience of HR Governance & Compliance.
  • Ability to negotiate with and influence managers and staff.
  • Ability to undertake research and analyse data producing reports and performance metrics as required.
  • The capacity to lead, influence and support implementation through multiple stakeholders at local level to ensure implementation of new policies, programmes, and recommendations.

Remuneration Package

€55,000 - €60,000
